Minutes for HB2364 - Committee on Appropriations

Chairman Waymaster opened the hearing on the bill.

J.G. Scott, Legislative Research Department, presented an overview of the Governor's Recommendation for FY 2018 and FY 2019  Summary of Expenditures (Attachment 14), the House State General Fund Profile for FY 2017 - FY 2019 (Attachment 15), the House 2017 Appropriations BIll - HB 2364 (Attachment 16) and Items to be Reviewed Prior to Finalizing Budget (Attachment 17).

The Governor's recommendation for FY 2018 reflects a decrease of $578.3 million below the FY 2017 revised estimate.  For FY 2019, an increase of $512.9 million above the FY 2018 recommendation.  A review of the proposed changes followed (See att.14). J.G. Scott responded to questions from committee members  He stated that there were enough adjustments in the MCO's to pay for the 4 percent add to increase the providers reimbursement rate. Other legislation that would be needed to pass the budget includes the following: the tobacco securitization, HMO privilege tax, Hospital Assessment, and the PMIB transfer (which passed in committee in HB 2052), he added.   Delayed payments or money borrowed include the following: approximately $115 million from KPERS; approximately $286 million in FY 2018 and FY 2019 for tobacco securitization; approximately $290 million State Highway fund transfers in FY 2018 and FY 2019, and KPERS adjustments that were not being made in FY 2018 of approximately $140 million and approximately $200 million in FY 2019.

A review of the House Committee SGF profile for FY 2017 - FY 2019 reflects an estimated ending balance in FY 2017 of approximately $99.6 million, an estimated negative balance of $211.3 million for FY 2018 and an estimated negative ending balance in FY 2019 of $129.4 million (See attachment 15).  J.G. Scott responded to questions from committee members and stated that this profile does not include the Governor's tax plan or the tobacco securitization.

Chairman Waymaster closed the hearing on the bill and he reviewed the process for working the Mega Bill, which would be to combine the contents of HB 2365 into HB 2364 and to review each of the items for discussion by Budget Committee.
