Adam Siebers presented to the Committee an explanation of SCR1602.  He stood for questions.

Senator Masterson presented testimony to the Committee in support of SCR1602.  No written testimony was provided.  He stood for questions.

Written only testimony presented to the Committee neutral to SCR1602 was provided by Stephen Bailey, PEW Charitable Trusts, Philadelphia, PA (Attachment 3).

Mark Desetti presented testimony to the Committee in opposition to SCR1602 by describing similar events and possible repercussions of such a constitutional amendment related to other states.  (Attachment 4) He stood for questions.

Mark Tallman presented testimony to the Committee in opposition to SCR1602 by providing information as to why "state spending should be limited to the rate of population growth and inflation".  (Attachment 5) He stood for questions.

Nathan Madden presented testimony to the Committee in opposition to SCR1602 by saying his research and analysis of other states' resolutions indicates this resolution to be "an inflexible, formula-based cap on crucial state investments that are vital to Kansas' economy and quality of life".  (Attachment 6) He stood for questions.

Bernie Koch presented testimony to the Committee in opposition to SCR1602 by expanding on Colorado's enactment of "a taxpayers' bill of rights" and later "suspending many of its requirements . . . due to problems it caused".  (Attachment 7) He stood for questions.

Brian Wood presented testimony to the Committee in opposition to SCR1602 because it "proposes an inflexible, formula-based limit on state investments that restricts lawmakers ability to respond to taxpayer needs".  (Attachment 8) He stood for questions.
