Minutes for HB2230 - Committee on Taxation

Short Title

Allowing a board of county commissioners to exempt certain property located in a federal enclave.

Scott Wells, Assistant Revisor provided an overview on HB2230.  Mr. Wells said HB2230 would allow the Board of County Commissioners to grant an exemption from property taxes for certain property located within a federal enclave.  The types of properties exempted would be listed on Lines 14 thru 20 of the bill. This exemption could be imposed with terms and conditions on a case by case basis.  

Amelia Kovar-Donohue, Department of Revenue noted there is a potential to decrease property tax revenue with this bill by a nonquantifiable amount.  At this time, the Department was unable to put a dollar amount to the bill.

Responding to a question from Representative Corbert, Daniel Mann, CEO, Great Plains Development Authority, who was introduced by Michael Johnston, stated some of the challenges working with companies looking at the area for potential operations are two environment controls that make it prohibitive for those companies. The Federal Resource, Conservation and Recovery Act (RCRA) permit has an umbrella environmental use control and once the land or buildings come off the Federal Environment Control it is automatically enrolled in Kansas Environment Control.  The controls are set on the buildings and the land. 

There being no other conferees, Chairperson Johnson closed the hearing on HB2230.
