The Chair opened the hearing on HB2166.

Nick Myers, Assistant Revisor of Statutes presented a brief of the bill (Attachment 3).  He stood for questions. 

Proponent testimony was presented by Rep. Tom Sloan (Attachment 4), David Nickel, CURB (Attachment 5), and Anne Smart, ChargePoint (Attachment 6).   They stood for questions.

The Chair closed the proponent portion of the hearing.

Neutral testimony was given by Scott Jones, KCP&L on behalf of KCP&L and Westar Energy (Attachment 7) and Jessica Lucas on behalf of the Climate and Energy Project (Attachment 8).  They stood for questions.

Opposition testimony was presented by Kim Christiansen, KEC on behalf of KEC, Midwest Energy and Sunflower Electric (Attachment 9) and Jeff McClanahan, KCC (Attachment 10).  They stood for questions.

Rep. Sloan requested the committee be provided with a document that was to have been submitted by Tesla (Attachment 11).

The Chair closed the opponent portion of the hearing.

Chairman Seiwert closed the hearing on HB2166.

Rep. Sloan moved to suspend the rules, and take action on HB2166, Rep Carmichael seconded. Division was called.  The motion failed on a vote of 5 to 8, with 4 abstaining.

Rep. Seiwert withdrew the bill request made at the meeting at the Rail on Monday, February 6, 2017.

The meeting was adjourned at 10:14 am.
