Chairperson Barker opened the hearing on HCR5004.  Jason Long, Office of Revisor of Statutes, gave an overview of the bill (Attachment 4).  Questions were asked by Representatives Houser and Williams.

Chairperson Barker recognized Representative Ron Highland as a proponent on HCR5004 (Attachment 5).  Representative Houser had a question for the conferee.

Ron Wells, Riley County Commissioner, was recognized as a proponent by Chairperson Barker (Attachment 6)

Chairperson Barker recognized Clancy Holeman, Riley County Counselor, as a proponent of HCR5004 (Attachment 7).  Questions were asked by Chairperson Barker and Representatives Whitmer and Houser.

Nathan Eberline, Kansas Association of Counties, provided proponent testimony on HCR5004 (Attachment 8).  Questions were asked by Representatives Ruiz, Whitmer, Rooker, Williams, and Chairperson Barker.

Chairperson Barker then recognized Aaron Popelka who testified as an opponent on behalf of the Kansas Livestock Association (Attachment 9).  Representatives Clayton and Highland had questions for Mr. Popelka.

Allie Devine testified as an opponent of HCR5004 on behalf of the Kansas Farm Bureau (Attachment 10). She corrected her written testimony.  The last line indicates that it takes a two-thirds vote in both houses to repeal a county resolution after HCR5004.  Jason Long advised her that it only takes a simple majority.  Chairperson Barker asked Ms. Devine to remain in the room for questions until after the other conferees have testified.

Chairperson Barker recognized Tim Stroda, Kansas Pork Association, who testified in opposition to HCR5004 (Attachment 11)

Representative Williams asked if this bill were to pass in its current form, would all of the uniform provisions in KSA 19-101 remain in effect without a trailer bill.  Mr. Popelka  and Mr. Eberline responded to her question.

Representative Lusk had a question which was answered by Mr. Eberline.  Representative Humphries asked a question to which Jason Long, Revisor, responded.  Representative Miller directed a question to Mr. Popelka.  Chairperson Barker made comments about the bill.  Representative Williams also had questions of Jason Long, Revisor.  Representative Williams requested information on how many of the 39 provisions in K.S.A. 19-101 are uniformly applied as opposed to how many are not.  Chairperson Barker stated that that information would be provided.

Chairperson Barker asked if there were any neutrals who wanted to testify on HCR5004.  Seeing none, he closed the hearing.

The meeting was adjourned at 10:12 a.m.
