Chairperson Bowers opened the hearing on SB43. Mike Heim, staff revisor, presented a briefing on the bill. After questions by the Committee were addressed, the hearing continued.
Jason Watkins testified in support of SB43 indicating that the legislation changes the official and required canvassing days to match in order to allow for other ballot issues to be included and canvassed at the same time as a special congressional election. (Attachment 1)
After questions from the Committee were answered, the hearing continued.
Bryan Caskey testified in support of SB43 indicating that school districts and other local jurisdictions have the legal authority to conduct a special election at the same time as a special election to fill a vacancy in the office of United States Representative. Mr. Caskey stated that having different canvass dates does present administrative problems. (Attachment 2)
