AN ACT concerning economic development; relating to STAR bonds; providing funding to replace lost food sales tax revenue for STAR bond districts established prior to December 31, 2022, and modifying the tax increment definition for such districts; authorizing STAR bond project costs for historic theaters and major amusement parks to include certain additional costs; extending the deadline for the report on STAR bonds by the department of commerce to certain legislative committees; increasing the limit of financing without the issuance of special obligation bonds for rural redevelopment projects; amending K.S.A. 12-17,162 and 12-17,169 and repealing the existing sections.
