Revisor Jason Long gave an overview of the bill. (Attachment 1). He explained that the bill would create the Riley and Crawford County Unincorporated Area Nuisance Abatement Act
Representative Ken Collins, 2nd District, testified as a proponent to the bill (Attachment 2). He explained that the eastern part of Crawford County has a number of unincorporated communities without a municipal government. Residents of such communities need a governing body to be able to regulate nuisance complaints.
Greg McKinley, Riley County Commission testified as a proponent to the bill (Attachment 3). He explained that the bill would allow Riley County to clean up public nuisance real properties in the unincorporated area and impose those county clean-up costs upon such nuisance real property.
Clancy Holeman, Riley County Commission testified as a proponent to the bill (Attachment 4). He sited three "nuisance" properties in Riley County. Without this bill, they have no ability to remove the nuisance conditions.
Jim Emerson, Crawford County Commission also testified as a proponent to the bill (Attachment 5). He stated that the bill would give Crawford County and Riley County the ability to abate nuisances and place a special assessment against property in violation of a county nuisance resolution while providing important due process protections for property owners.
