Staff provided an overview of the bill.
Proponents:
Bob North, Chief Counsel at the Kansas Department of Commerce, stood in support of the bill. (Attachment 1) The bill would provide funding for Sales Tax and Revenue (STAR) Bond districts to replace lost food sales tax revenue, authorizes construction costs for historic theaters and amusement rides and moves the annual report deadline.
Kimberly Gencur Svaty on behalf of the City of Derby, provided testimony in support of the bill. (Attachment 2)2 The bill remedies an unintended consequence of phasing down and eliminating the state sales tax on food.
Christopher N. Stemler, Trident Partnerships, appeared in support of the bill. (Attachment 3) A STAR Bond would allow developers and communities to work in partnership to revitalize historic theaters, without having to wait decades for them to be demolished as they decay. STAR Bonds would provide the gap funding needed to restore these important buildings.
