Paul Owings, Kansas Corporation Commission, testified that this bill would reconcile the state maximum penalties with the federal maximum penalties to prevent the KCC from losing primacy over the federal government relative to Kansas pipeline safety. The conferee stood for questions.(Attachment 2)
