Minutes for HB2760 - Committee on Veterans and Military

Short Title

Establishing the Kansas office of veterans services and updating references and corresponding changes relating to the transfer of powers and duties from the Kansas commission on veterans affairs office to the Kansas office of veterans services.

Staff briefed the Committee on the contents of the bill and stood for questions. (Attachment 1) 

Chairman Ellis called on Representative Scott Hill as the first proponent.  (Attachment 2) He said HB2760 changes the name in statute from "Commission on Veterans Affairs" to the "Office of Veterans Services."

The next proponent was Bill Turner, Director, KS Commission on Veterans Affairs Office. (Attachment 3)  He said originally their agency was governed by a commission but that has now changed and they are no longer governed by a commission and HB2760 would not change their mission to support veterans, this bill will only update their name to Kansas Office of Veterans Services. He stood for questions.

Mike Kelly came forward in support of this bill. (Attachment 4)

The Chairman asked if there were any other proponents, opponents or neutrals desiring to testify.  There were none.

Representative Johnson moved to suspend the rules to vote on the bill, seconded by Representative Hill, motion carried. A motion was made by Representative Butler to favorably pass HB2760 from Committee and be placed on the Consent Calendar, seconded by Representative Miller, motion carried.

The Chairman closed the hearing on HB2760 and opened the hearing on HB2758.
