Minutes for SCR1615 - Committee on Ways and Means

Short Title

A Concurrent Resolution rejecting the rates of compensation for members of the Legislature set by the Legislative Compensation Commission.

Chairperson Billinger opened the hearing on SCR 1615. David Wiese, Office of the Revisor of Statutes provided an overview of the resolution. (Attachment 5)

Dylan Dear, Legislative Research Department, distributed copies of the Commission's Report, which is available on the Legislative Research Department website and stood for questions.

Mark Hutton, former Representative and Chairperson of the Legislative Compensation Commission, discussed the Commission's process and rationale for determining the level of compensation. He wanted the report to provide a clear audit trail. The Commission evaluated the impact of salary adjustments on KPERS and considered many things such as indexing the salary. They wanted to be sure to maintain a citizen's legislature while encouraging balanced representation across economic and social demographics. He wanted to make sure that each member's views were heard and that the decision was unanimous and bipartisan. Mr. Hutton responded to questions from Committee members.  (Attachment 6)

Nicolas Reinecker, Private Citizen, provided oral testimony in support of the resolution.

There being no further conferees, Chairperson Billinger closed the hearing on SCR 1615.

Chairperson Billinger adjourned the meeting at 11:16. The next meeting will be February 7, 2024.
