Chairperson Gossage opened the hearing on SB371.

Eileen Ma, Staff Revisor gave an overview of the bill. (Attachment 1) There were no questions.

Nick Wood gave proponent testimony on SB371 by stating that SB371 will expand the criteria for the state's Silver Alert public notification system to include those who are 18 years of age or older with Intellectual Disabilities. (Attachment 2)

Callie Simpson testified in support of SB371. She said research indicates that there is a higher prevalence of wandering among individuals with Autism and intellectual disabilities, both children and adults, similar to those with Alzheimer's or Dementia. (Attachment 3)

Delancy Allred gave testimony in support of SB371.  She said research shows that 30 states have expanded their missing alert system to include people with Autism. (Attachment 4)

Bob Stuart gave testimony in opposition of SB371. He stated that the KBI understands and agrees with the intent of the bill they believe the proposed addition of "a missing person who is 18 years of age or older and who has an intellectual disability" is both too broad and too undefined. (Attachment 5)

Chairperson Gossage closed the hearing on SB371.

Chairperson Gossage adjourned the meeting at 9:15 a.m. The next scheduled meeting is February 7, 2024 a.m.
