Short Title

Providing for the filling of a vacancy in the office of United States senator by a statewide party delegate convention.

Jason Long, Office of the Revisor of Statutes, gave an overview of the bill.

Chairman Thompson distributed a substitute bill. The substitute bill would require temporary appointment by the governor from a slate of three candidates selected by the state party committee of the same political party as the incumbent.  The temporary appointment would last until the next election of representatives in congress. (Attachment 1)

Discussion ensued.  There was no motion on the substitute bill.

Chairman Thompson distributed another substitute bill.  Jason Long explained this substitute provided for no temporary appointment; instead, the governor would proclaim a date of a special election no later than 5 days after the vacancy occurs. The date of the special election shall not be more than 61 days after the proclamation is issued.  (Attachment 2)

Discussion ensued.

Chairman Thompson suspended working the bill to allow more time for information to be gathered about how other states conduct the party committee meeting to select the three candidates in the first substitute bill proposed, and for Committee members to digest the language in both substitute bills.

The Chairman adjourned the meeting at 11:23 am.
