Chairman Thomas asked for final action on HB2427.
Representative Featherston moved, Representative Stogsdill seconded to table HB2427. A voice vote was taken. Division was called. A vote was taken by the raising of hands. The motion to table HB2427 failed by a vote of 5 in favor and 11 against.
Representative Hill introduced a balloon amendment, "Genetic Sex Defined." The amendment changes the method of determining a student's sex by striking biological and inserting genetic. He clarified that genetic sexual determination, meaning any individual with at least one Y chromosome at the 23rd loci is considered male and all other individuals are considered female, is a better way to clarify the sex of a student. (Attachment 1)
There was discussion.
Representative Hill moved, Representative Rhiley seconded, to amend HB2427 substituting "genetic sex" rather than "biological sex." Motion carried.
Discussion ensued.
Representative Ruiz made a motion to end debate and call the question. A vote was taken. Motion carried.
Representative Hill moved, Representative Rhiley seconded, to recommend HB2427 favorably for passage. Motion carried.

The following Representatives asked to have their yes votes recorded: Representatives Donohoe, Hill, Rhiley, Goetz, Estes, Schmoe, Murphy, Jacobs and Sanders.
Representative Ruiz moved, Representative Murphy seconded, to approve the minutes of March 6, 7, 8, 9, 13, 14, and 15 as written. Motion carried.
After a brief speech thanking the Vice Chair Representative Susan Estes and the Ranking Minority Member Representative Jerry Stogsdill for their excellent help this session, Chairman Thomas thanked everyone and adjourned the meeting.
