Chairwoman Warren opened the hearing on  HB2216.  Jason Thompson, Revisor's Office, provided an overview of the bill and stood for questions.  (Attachment 1)

Kelly Trussell gave testimony support of HB2216.  She stated through the use of discretionary suspended sentences and parole, we will be better able to accomplish our goal of helping our citizens to reinstate their licenses and get back to legally driving.  (Attachment 2)

Robert Anderson supports HB2216. He stated he is a proponent of removing the mandatory term of imprisonment as a penalty for driving with a license that is canceled, suspended, or revoked for failure to pay fines and/or failure to appear for court. (Attachment 3)

Jeff Easter testified in favor of HB2216.  He stated it will remove mandatory jail sentence for driving while suspended if the suspension was solely for failure to appear/fail to pay.  It does not change the sentence for driving related suspensions.    (Attachment 4)

John Goodyear provided testimony in support of HB2216.  He stated this legislation is narrowly tailored and well poised to help those individuals in our state that struggle to make ends meet.  Further, it should be noted that this legislation would not remove the ability for a judge to utilize their discretion and order jail time where it appears that penalty is justified.  Attachment 5)

Marilyn Harp testified in support of HB2216. She stated this bill would allow a court to look at the situation and make a decision about how best to provide consequences and accountability.    (Attachment 6)
