Chairperson Francis opened the hearing on SB130.

Chris Waggoner, Office of Revisor of Statutes, provided an overview of the bill and addressed questions from the committee. (Attachment 1)

Senator Caryn Tyson, Kansas Legislature, District 12 testified in support of the bill by highlighting various scenarios by which adding the county designation to distinctive license plates might prove beneficial. One such example was to describe how Parks and Wildlife Officers could potentially use the designation to identify and apprehend poachers in rural communities. She further conjectured how it might also be utilized by KTAG officials to help correctly identify drivers due to continued duplicate tag reading errors. Senator Tyson continued by suggesting how the designation could be used by people to identify someone who has illegally registered their vehicle in another county in order to avoid paying higher fees. (Attachment 2)

Senator Tyson responded to questions.

Representative Timothy Johnson, Kansas Legislature, District 38 testified in support of the bill stating how beneficial the county designation can be and often times is to law enforcement and described how rural communities have seen an increase in criminals coming in from metropolitan areas and how the county distinction on distinctive license plates might help to identify them. (Attachment 3)

Representative Johnson responded to questions.

There being no further conferees, Chairman Francis closed the hearing on SB130.
