Tamera Lawrence, ROS, presented the Memorandum brief on HB2198.  Ms. Lawrence told members that the bill would become effective on July 1, 2023, when passed.  She responded to questions from Senators Pittman and Warren.   (Attachment 5) 

 

Jarod Waltner, Planning and Research Officer for Kansas Public Employees Retirement System (KPERS) appeared to give informational testimony on behalf of Alan Conroy, Executive Director, KPERS.   (Attachment 6)   He answered questions from Senators Pittman, Dietrich, Gossage, and Fagg.

 

Oral Proponent Testimony:

Kansas Representative Doug Blex, 12th District, Independence, Kansas   (Attachment 7)  Representative Blex answered a question from Senator Pittman.

Brad Lovelace, Secretary, Kansas Department of Wildlife and Parks   (Attachment 8)  Secretary Lovelace answered questions from Senators Warren, Fagg, and Chairperson Longbine.

Ed Klumpp, Legislative Liaison, Kansas Sheriffs and Peace Officers Associations   (Attachment 9) 

Ryan Smidt, Natural Resource Officer, and State Trustee, Lodge 59, Kansas Fraternal Order of Police   (Attachment 10)

Sarah LaFrenz, President, Kansas Organization of State Employees (KOSE)  (Attachment 11)

 

Chairperson Longbine pointed to the Written-Only Proponent testimony from:

Kevin Johnson, Correctional Officer, Topeka Correctional Facility   (Attachment 12)

Loren Kriegel, Correctional Officer, Topeka Correctional Facility   (Attachment 13)

Kevin Pistotnik, Correctional Supervisor I, El Dorado Correctional Facility   (Attachment 14) 

 

Seeing no other questions or discussion, and no other proponent, opponent, or neutral testimony was submitted, Chairperson Longbine closed the hearing on HB2198

 

The meeting adjourned at 10:20 am.  The next scheduled meeting is Thursday, March 9, 2023 at 9:30 am in room 564-South of the Capitol.
