Chairperson Gossage opened the hearing on SB219. Jenna Moyer, Staff Revisor gave an overview of the bill.

Senate President Ty Masterson spoke as a proponent of SB219 (Attachment 8). He said that this legislation would simply add facilities where elective abortions are performed to the list of entities ineligible to purchase professional liability insurance from the Healthcare Stabilization Fund (HCSF). Kansans strongly support prohibiting the use of public resources to fund abortions o- and this bill would ensure that Kansas law is consistent with that prohibition.

Senator Mark Steffen testified in support of SB219 (Attachment 9) He stated that this bill is absolutely necessary to ensure that taxpayer money is not used to subsidize the abortion industry. SB219, by removing healthcare centers that provide elective abortions from the taxpayer subsidized HCSF, prevents the average Kansas citizen from being complicit in the abortion industry.

Carol Daunis gave proponent testimony in support of SB219 (Attachment 10) She stated that under no circumstances should I or any other taxpayer will be required to pay and subsidize abortion clinics. Therefore, no abortion clinic should be allowed to purchase insurance through the HCSF.
