Short Title

Amending the crime of aggravated endangering a child to increase the criminal penalties in certain environments where any person is distributing, possessing with intent to distribute, manufacturing or attempting to manufacture fentanyl-related controlled substances.

Chairwoman Warren opened the hearing on SB240.  Jason Thompson provided an overview of the bill and stood for questions, (Attachment 6)

Todd Thompson gave testimony in support of SB240.  He stated that the Kansas County and District Attorneys Association agree with the SB240.  When a person is manufacturing or distributing fentanyl related controlled substances, they should have an increased penalty. (Attachment 7)

Greg Smith gave testimony in support of SB240. The Johnson County Sheriff's Office requested this bill to provide a means to counter an issue we are seeing with disturbing frequency.   (Attachment 8)

Mike Long gave testimony in support of SB240. The Northeast Kansas Drug Task Force believes that adding language to include fentanyl, would assist prosecutors in holding people accountable for allowing children to be present in such dangerous situations (Attachment 9)

Ed Klumpp, Legislative Liaison, Kansas Association of Chiefs of Police; Kansas Sheriffs Association; Kansas Peace Officers Association provided written-only testimony in support of SB240 (Attachment 10)

There being no further conferees, the hearing on SB240 was closed.
