Chair Rahjes opened the hearing on HB2159.  Kyle Hamilton, Office of the Revisor of Statutes, provided a briefing on HB2159 and stood for questions.(Attachment 2)

Tom Stiles, Director of the Bureau of Water, Kansas Department of Health and Environment (KDHE) stood in support of the bill that provides some technical clean up as well as the establishment of certain fees and modification and discounting of certain fees regarding underground injection control wells.  The fees would now go to KDHE rather than the state general fund.(Attachment 3)  He stood for questions.

Michael Gillaspie, Director, Governmental Affairs, ONEOK, Inc. provided information about how the fees are currently being collected and used and how the new fees will be collected and used if the bill becomes law.  He noted that in the 2019-2020 session this bill had moved through most of the legislative process but was put on a lower burner in the 2021-2022 session because of COVID.  He noted that the proposed legislation is equitable for all classes to injection wells rather than the current process.(Attachment 4)   He stood for questions.

The Chair called for Opponent or Neutral testimony.  There was none.
