Minutes for SB62 - Committee on Financial Institutions and Insurance

Short Title

Enacting the protect vulnerable adults from financial exploitation act, requiring reporting of instances of suspected financial exploitation under certain circumstances and providing civil and administrative immunity to individuals who make such reports.

Eileen Ma, ROS, provided an overview brief for SB62 and responded to questions from Senators Dietrich, Warren, and Pittman. (Attachment 5)

 

Eric Turek introduced Dan Klucas, Kansas Securities Commissioner, and Clay Johnson, Chief Regulatory Counsel, who were present to answer any questions about the bill.  Eric Turek provided testimony supporting passage of SB62.  Mr. Turek, Mr. Klucas, and Mr Johnson responded to questions from Senators Dietrich, Fagg, and Warren.   (Attachment 6 )  

 

Maxine Goucher, AARP Kansas Executive  Council Member, provided oral proponent testimony virtually via Webex.   (Attachment 7).   Ms. Goucher told members the enactment of stronger safeguards against elder abuse is a win-win situation for states, older adults and their families.  AARP supports strong legal protections against financial exploitation and abuse and asked for the committee to support this bill.

There being no other questions or discussion, and no other proponent, opponent, or neutral testimony was submitted, Chairperson Longbine closed the hearing on SB62.
