Short Title
Enacting the medical marijuana regulation act to regulate the cultivation, processing, distribution, sale and use of medical marijuana.

The Chairman resumed the hearing and opponent testimony on the bill.
Proponent Jacqueline Patterson, Americans for Safe Access was on the agenda, but the Chairman decided to complete testimony on opponents first.
Opponent Paul Schliffke explained that law enforcement possesses concerns regarding the conflicts of the bill with federal law, the lack of dosage standards, packaging issues, and usage licensing guidelines as well as a list of other concerns.
Opponent Darrell Atteberry also outlined concerns from a law enforcement perspective regarding the bill.
Opponent Sheriff Jeff Easter called for only products that have been tested by the FDA and treated and distributed like any other medicines. Sheriff Easter commended the bill for prohibiting the smoking of the substance and recommended two FDA approved forms of the substance.
Committee comments and questions ensued.
Opponent Dr. Eric Voth expressed a strong opposition to any legalization of marijuana and explained why he feels this way. Dr. Voth emphasized that there are no standards for care or the tools for being able to establish a safe standard for care. Dr. Voth objected to any immunity for anyone involved with the policies of this bill. Dr, Voth shared accounts of problems he has experienced and discussed the relationship between the substances and related deaths.
Opponent Dr. Katherine Antley expressed that many physcians are concerned about how this bill could negatively effect their patients.
Opponent Dr. Elizabeth Stuyt chronicled many of the difficulties that have been faced since the Colorado experiences and insisted that there is no scientific literature or research regarding the safety or the impact of what she considers a highly addictive drug especially at the more potent dosages.
Committee comments and questions ensued.
The chairman ended the opponent testimony to allow a special disability request for one additional proponent testimony.
Proponent Jacqueline Patterson shared her difficulties as a disabled individual who found that medical cannabis provided her many benefits. No written testimony was provided.
Seeing no more testimony the Chairman closed the hearing on the bill.
