Minutes for HB2489 - Committee on Financial Institutions and Insurance

Short Title

Amending provisions of the technology-enabled fiduciary financial institutions act relating to fees and assessments, examinations, disclosures to consumers and requiring such institutions to be mandatory reporters for purposes of elder abuse.

Chairperson Longbine greeted the members and guests, and also wished Ranking Minority Member Jeff Pittman a happy birthday.  He then turned the committee's attention to and opened the hearing on HB2489.

David Wiese, Assistant Revisor, Kansas Office of Revisor of Statutes, presented the Revisor's Memorandum brief on the bill.   (Attachment 1)

Oral Proponent Testimony:

Matt Shoger, Staff Attorney, Office of Kansas State Bank Commissioner David Herndon, appeared in person and presented testimony on behalf of the State Bank Commissioner.   (Attachment 2)

Derek Fletcher, President and Chief Fiduciary Officer, The Beneficient Company Group, LP appeared in person and presented  testimony in support of HB2489.   He answered questions from Senators Gossage and Pittman  (Attachment 3)

Chairperson Longbine asked for any questions, discussion, or comments.  Seeing none, he asked for any other proponent, opponent, or neutral testimony to be submitted.  Seeing none, he closed the hearing on HB2489.

Approval of minutes:

Senator Olson moved, seconded by Senator Dietrich, that the committee minutes for January 13, 2022, January 18, 2022, and February 17, 2022 be approved and adopted as written.  The motion carried.

 

The meeting adjourned at 9:50 am.  The next scheduled meeting is March 8, 2022 at 9:30 am in Room 546-South of the Capitol.
