Minutes for HB2633 - Committee on Transportation

Short Title

Providing for the city of Hutchinson and city of Topeka license plates.

Staff briefed the Committee on the contents of this bill. (Attachment 9)

The Chairman recognized Representative Paul Waggoner. (Attachment 10)  He said the city flag of Hutchinson dates from 2018 and has a broad sense of community.  He said the colors are those of their local high school and of the Kansas sky and wheat. He said Hutchinson and Topeka have seen the sucess of Wichita in incorporating its city flag into a license plate design.

The next proponent was Anthony T. Finlay. (Attachment 11) According to Mr. Finlay, the Hutch Rec Foundation was established in 1992 to support the work of Hutch Rec by advocating for parks and recreation system improvements through charitable giving.  He said the collaboration with the City of Hutchinson to use the Hutch Flag for the design of a Hutchinson license plate will provide residents a way to financially support efforts to improve their parks and recreation system while displaying community pride.

There were no other proponents.

The Chairman recognized Whitney Damron  (representing the City of Topeka) who was in opposition to HB2633. (Attachment 16) He said the City of Topeka does not own the Topeka flag image and it is actually an open source design that anyone can use for lawful purposes. Also, the City does not wish to be the administrator of a program issuing  a motor vehicle owner a logo-use authorization.  They had no position on the portions of the bill dealing with the City of Hutchinson.

There were no other opponents and no neutrals so the Chairman closed the hearing on HB2633 and moved on to final action.
