Minutes for HB2585 - Committee on Elections

Short Title

Requiring all advance voting ballots be returned by 7 pm on election day.

Chairperson Bergquist opened the hearing on HB 2585 and requested Revisor Heim to give an overview of the bill.  There were no questions asked by the Committee members.

Representative Charlotte Esau was recognized by Chairperson Bergquist to give proponent testimony on HB 2585. (Attachment 5)

Other conferees giving proponent testimony were:

  • Keith Esau, Former State Representative and Former Chairperson of the Elections Committee (Attachment 6)
  • Stewart Whitson, Visiting Fellow, Opportunity Solutions Project (Attachment 7)
  • Missy Leavitt, Citizen (Attachment 8)
  • Kri Sue Vosburgh, Citizen, provided proponent testimony in written-only format. (Attachment 9)

Questions from Committee members were directed to the proponent conferees.

Chairperson Bergquist called upon Mr. Barker for a second time to give neutral testimony on HB 2585. (Attachment 10)  Mr. Barker answered questions from Committee members.

Opponent testimony was offered by the following:

  • Ann Mah, Former State Representative and Former Ranking Member of the House Elections Committee (Attachment 11)
  • Michael Poppa, Executive Director of the Mainstream Coalition (Attachment 12)
  • Mike Burgess, Director of Policy & Outreach at the Disability Rights Center of Kansas (Attachment 13)
  • Rick Piepho, Harvey County Clerk & Election Officer - KCCEOA Elections Committee Chair (Attachment 14)
  • Davis Hammet, President, Loud Light Civic Action (Attachment 15)
  • Cille King Advocacy Chair, League of Women Voters of Kansas (Attachment 16)
  • Aileen Berquist, Community Engagement Manager, American Civil Liberties Union of Kansas (Attachment 17)

Written-only opponent testimony was received from:

  • Lauren Tice Miller, Director of Government Relations & Elections, Kansas National Education Association (Attachment 18)
  • Caleb Smith, Inclusive Campaign Director, Kansas Appleseed Center for Law and Justice (Attachment 19)

At this time, questions from Committee members were directed to the opponent conferees.

There was no neutral testimony offered.

Chairperson Bergquist thanked the conferees for their testimony and closed the hearing on HB 2585.

The Chairperson announced a hearing on HB 2653 would take place at the next meeting; as well as, final action on bills previously heard.

The meeting adjourned at 5:16 p.m.

The next scheduled meeting of the House Elections Committee is February 17, 2022.
