Minutes for HB2491 - Committee on Transportation

Designating a portion of United States highway 73 as the Col Chuck Rambo memorial highway.

Staff briefed the Committee on the contents of this bill. (Attachment 1)

The Chairman recognized Representative Proctor as the first proponent.(Attachment 2)  He said he served with Colonel Rambo at Fort Leavenworth. According to Rep. Proctor, Col. Rambo was an Army Aviator and served in command and staff positions in various bases. He said he filed this bill for two reasons - one, because of Col. Rambo's military service and two, because of his dedication to his community that touched so many lives.

The next proponent was Karen Arnold, Col. Rambo's sister. (Attachment 3)  She said Col. Rambo was a husband, father, son, coach and to her a brother. She said he lived a life of service to his country, his church, ministering to prisoners at Leavenworth Penitentiary and coaching baseball. Ms. Arnold said Col. Rambo served in the Army for almost 27 years and had a very distinguished career.

The last conferee was Charlie Rambo, son of Col. Rambo.  He said he was speaking on behalf of his entire family. (Attachment 4)  According to Mr. Rambo, being military his family moved multiple times from California to Virginia and in 2016 his dad made the decision to return the family to Fort Leavenworth because he loved the post, history and the location.  He said his dad loved Fort Leavenworth.

When the Chairman asked if anyone else wanted to speak in support of this bill, Barbara Herrington, Greg Baldridge, Joe Serado and Brandon Schmacher stepped up to the podium.

Written testimony was submitted in support of HB2491 by: Susan Whorton (Attachment 5), Col. (Ret) Robert A. Baer (Attachment 6) and LTC (Ret) Jason Roncoroni (Attachment 7).

Additional letters were received from: Rick and Angie Cowan; Michael Cotovsky, LTC U.S. Army; Michael Konczey, Col. U.S. Army; Stephanie Dobler; Cesar Ramos-Cruz; Tina Renaud; Lt. Cols. Timothy (Ret) and Nadine Terese (USAR); and LTC (Ret) Jason A. King.

The Chairman asked if there were any additional proponents, opponents or neutrals.  There were none so the Chairman closed the hearing on HB2491 and opened the hearing on HB2503.
