Chairperson Longbine turned the committee's attention to SB322 and opened the hearing.  David Wiese, Assistant Revisor, Kansas Office of Revisor of Statutes (ROS), presented the Revisor's Memorandum brief on the bill.  (Attachment 1)

Alan Conroy, Executive Director of Kansas Public Retirees System (KPERS), presented informational testimony regarding the transfer of proceeds from surplus property sales.  (Attachment 2)

 

Oral Proponents:

Blake Flanders, Ph.D., President & CEO, Kansas Board of Regents, testified in support of the bill.   (Attachment 3)  He answered a question from Chairperson Longbine regarding the treatment of donor-built buildings and whether they would stay with the state donor entity.  President Flanders related that this bill provides incentives to universities to continue caring for buildings built by donors.

The Chairperson asked for any other questions or discussion.  Seeing none, he pointed the committee's attention to the written-only proponent testimony:

Chairperson Longbine called for any other proponent, opponent, or neutral testimony to be submitted.  Seeing none, he closed the hearing on SB322.
