Minutes for HB2244 - Committee on Agriculture and Natural Resources

Short Title

Establishing requirements for the effective disposal of industrial hemp and requiring industrial hemp processors to register with the state fire marshal.

Chairperson Kerschen called for final action on HB2244.

Chairperson Kerschen directed the committee's attention to a proposed balloon amendment that had been distributed.(Attachment 1)

Tamera Lawrence of the Revisor of Statutes Office explained the amendment.

Chairperson Kerschen called upon State Fire Marshall Doug Jorgensen to make comments and answer questions concerning the amendment.He explained that his office supports the amendment and has no issues with adjusting the rules and regulations for the hemp program. He believes this will help the industrial hemp program in Kansas.

Chairperson Kerschen asked Chief Counsel of the Kansas Department of Agriculture Ken Titus to make comments and answer questions about the amendment.  He told the committee that the Department had worked closely with all the stakeholders in the hemp industry to come up with this amendment which targets all of their concerns. 

After some discussion, Chairperson Kerschen asked for movement on the balloon amendment.  Senator Doll moved and Senator Ware seconded that the amendment be adopted.  Motion carried.

Senator Francisco then moved and Senator Ware seconded to change the word registration"fee to registration fees" on page 3, line 10. Motion carried.

Kelly Rippel  with Kansans for Hemp made a few comments concerning the amendment.  His organization supports the amendment, but believes there is still work to be done to align the bill with federal law. 

Senator Doll moved and Senator Fagg seconded to recommend HB2244, as amended, favorably for passage.  Motion carried.
