Minutes for SB127 - Committee on Transportation

Short Title

Modifying the eligibility requirements for restricted driving privileges, increasing the age for eligibility to renew drivers' licenses online to 65 and allowing drivers' license renewal notices to be sent electronically.

Staff briefed the Committee on the bill's contents and answered questions. (Attachment 1)

Chairman Proehl recognized Kent Selk as the first proponent.  (Attachment 2)  Mr. Selk said this bill will allow them to increase the age of the individuals who can renew their Kansas Driver's license online.  He said an amendment by the Senate included Commercial Driver License renewals to the online method.

The next proponent was Lacey Black  (Attachment 3) who said this bill was proposed by the Division of Vehicles.  She said by the elimination of certain lines it would allow more driver's to be approved for restricted driving privileges.  She said by removing these lines it would allow The Division to accept the application, start the required 90-day suspension and then approve them for the restricted privileges once the 90-day suspension is complete.

Marilyn Harp was the next proponent. (Attachment 4) She said traffic fines are a significant burden on low income clients. She said when a low income person can not fully and promptly pay the fine they face the further consequence of an immediate driver's license suspension.  She said the most important part of this bill is that it opens up the restricted license program to persons who have been ticketed and found guilty for driving while suspended.

The Chairman drew the Committee's attention to Written Testimony submitted in support of SB127 by Todd Fleisher, Executive Director, KS Optometric Association. (Attachment 5)

Chairman Proehl asked if there were any other proponents, opponents or neutrals and Senator Faust-Goudeau came forward in support of SB127.

The Chairman closed the hearing on SB127 and opened the hearing on SB167.
