Jason Thompson gave a bill brief on SCR1608 stating it would amend Section 3 of the Bill of Rights of the Constitution of the State of Kansas relating to the right to petition the government for the redress of grievances, including by citizen-initiated grand jury. (Attachment 1)

Philip Cosby spoke in support of SCR1608 stating that a citizen generated grand jury is the oldest and closest to the original intent of the 5th Amendment of the US Constitution. It provides for citizens to call a grand jury to investigate criminal activity involving government or a perceived failure of the prosecutor or system to charge or investigate a particular person or entity. It is a remedy for judicial reform.
