The Chairman called for discussion and final action on HB 2145.

Senator Pyle proposed an amendment. (Attachment 8)  Matt Sterling explained the amendment would require electric vehicles that are not registered in Kansas to obtain a permit to use vehicle charging stations in Kansas.  The permit would be valid for one year and cost $50 for electric hybrid or plug-in electric vehicles and $100 for all-electric vehicles.

Discussion ensued.

Senator Pyle moved, and Senator Olson seconded, to approve the amendment.  Motion failed.  Division called.  Two in favor, nine against.

Senator Corson moved, and Senator Francisco seconded, to approve HB 2145 favorably for passage.  Motion carries.

The Chairman adjourned the meeting at 2:20 pm.
