Chairperson Bowers opened the hearing on SB182.  Jason Long, staff revisor, presented a briefing on the bill.

Mark Skoglund testified in support of SB182.  Mr. Skoglund stated this legislation requires all candidates for state office to file electronically.  Mr. Skoglund indicated as of last year, there are 42 states that require state candidates to file electronically.  He explained the main reason is because of the major efficiency benefits that are accrued from electronic filing.  (Attachment 1) 

Questions from the Committee were answered by Mr. Skoglund; Katie Koupal, Deputy Assistant Secretary of State, Communications and Policy; Bryan Caskey, Deputy Assistant Secretary of State, Elections Director.
