The Chair Seiwert opened the hearing on HB2145.
Nick Myers, Assistant Advisor, Advisor's office, provided an overview. Representative Delperdang had a question regarding this bill in previous years, that Nick Myers will research and respond to the Representative.
PROPONENTS
Stanley L Rasmussen, Department of Defense, Region 7 - Regional Environmental Coordinator, US Army Regional Environmental and Energy Office - Central, Ft Leavenworth, appeared before the committee in support of HB2145. The Army plans on more electric vehicles. By allowing for private ownership and operation of electric vehicle charging stations, without being regulated by as a public utility, this bill enhances the infrastructure for electric vehicles.(Attachment 1)
Justin Wilson, Director, Public Policy, ChargePoint, Inc., appeared before the committee in support of HB2145. By passing HB2145, the legislature will enable any business who would like to install a charging station the ability to do so with the regulatory certainty necessary and to price those services in the manner they see fit, creating a competitive market (Attachment 2)
Mark Augustine, President of Triplett, Inc, appeared before the committee in support of HB2145. 24-7 Travel Stores has received a grant from the Department of Energy to roll out biofuels and electric vehicle charging across the Kansas Interstate network of stores, full utilization of this grant hinges on HB2145 (Attachment 3)
Jeff McClanahan, Director, Utilities Division on Behalf of the Staff of the Kansas Corporation Commission, appeared before the committee in support of HB2145. The bill will allow third-parties to sell electricity for the sole purpose of providing electric vehicle charging services to end users without becoming a public utility. (Attachment 4)
