Chairperson Barker opened the hearing on HB2137.  Matt Sterling, Revisor, provided an overview of the bill  (Attachment 1).

Chairperson Barker recognized Tuck Duncan as a proponent on HB2137 (Attachment 2).  He stated that this bill permits temporary permit holders to sell cereal malt beverage (CMB) in addition to wine, beer and spirits.  It further allows clubs, caterers, public venues and drinking establishments to sell CMB without getting a separate license from the city or county.

Amy Campbell testified as a proponent on HB2137 (Attachment 3).  She stated that this bill allows clubs and drinking establishments to sell CMB without obtaining a local CMB license.  The same privilege is already extended to liquor stores under the beer law. It also provides an option to taverns and certain restaurants that clubs and drinking establishments already have.  A question was asked by Representative Ruiz.

The Chairperson recognized Jason Watkins as a proponent on HB2137 (Attachment 4) (Attachment 4A).  He stated this set of changes to statute should be considered public policy that promotes healthier choices and options for Kansas adults that choose to have a beer after work or during a weekend get-together or celebration.  His association, the KBWA, sees this as a clean-up to the strong beer bill that went into effect on April 1, 2019.

Chairperson Barker directed the Committee's attention to the written proponent testimony of Scott Schneider, Kansas Restaurant and Hospitality Association (Attachment 5).  He also noted that there was written neutral testimony from Debbi Beavers, Alcoholic Beverage Control Division (Attachment 6)

There being no further conferees, Chairperson Barker closed the hearing on HB2137.
