Limiting who may deliver advance ballots, placing limitations on the number of such ballots that a person may deliver and establishing criminal penalties for violations.

Chairperson Carpenter opened the hearing on HB2054.  An overview of the bill was given by Mike Heim, Office of the Revisor of Statutes.  The Committees' questions were answered by Revisor Heim and Katie Koupal, Deputy Assistant Secretary of State, Communications and Policy.

Chairperson Carpenter called upon Representative Bill Sutton, 43rd District, Kansas House of Representatives who gave proponent testimony on HB2054(Attachment 2)  Representative Sutton stood for questions.

Written-only proponent testimony was provided by Representative Avery Anderson, 72nd District, Kansas House of Representatives. (Attachment 3)

There was no neutral testimony on this bill.

Chairperson asked if the Secretary of State's office could provide a ballot envelope to the Committee Assistant.
