Jason Thompson gave a brief on HB2456 explaining that it creates the crime of sexual extortion and adds the crime to the Kansas offender registration act.(Attachment 1)

The fiscal note presented to the House Committee was provided for the Committee (Attachment 2)

Scott Schultz, Kansas Sentencing Commission, provided the prison bed impact assessment of HB2456. (Attachment 3)

Stephen Owens spoke in support of HB2456 acknowledging that nude photos get shared on the Internet even though it is never wise to do so. That in itself is tragic, but when such photos fall into the hands of someone unscrupulous, they can be used for extortion that opens the door to other crimes, even human trafficking.  This bill creates the crime of sexual extortion that will criminalize extortion. (Attachment 4)

Kathleen Owen spoke in support of HB2456 explaining that this bill creates a clear new statute that recognizes that it is a crime not only to extore money or property but it is also a crime to extort sexual conduct or sexual images. (Attachment 5)

Lindsie Ford spoke in support of HB2456 explaining that it will hold perpetrators legally responsible for their actions. (Attachment 6)
