Chairperson Smith asked for approval of Committee minutes for January 27, 28, 29, and 30, 2020.

Representative Highland moved, Representative Helmer seconded that the minutes from January 27, 2020, January 28, 2020, January 29 2020, and January 30 2020, be approved as presented. Motion carried.

Chairperson Smith opened the hearing on HB2516.

David Wiese, Assistant Revisor, Office of Revisor of Statues, gave an overview on HB2516.  (Attachment1)  Mr. Wiese responded to questions from the Committee.

Kathleen Smith, Kansas Department of Revenue reviewed the fiscal note on the bill. Ms. Smith responded to questions from Committee (Attachment2)

Stephanie Mullholland, Heartland Credit Union Association, testified in support of the bill stating HB2516 would increase the number of people eligible for home purchases and assist Kansas households to create savings accounts. (Attachment3)

Alex Orel, testified in support of the bill stating HB2516   would help keep young Kansas families in the state.  Mr. Orel responded to questions from Committee.  (Attachment4) 

Mark Tomb testified in support of the bill stating HB2516 would encourage home ownership which supports the free enterprise system.  Mr. Tomb answered questions from Committee on average home prices. (Attachment5)
