Sales tax exemption for nonprofit integrated community care organizations.

Mr. Siebers provided an overview on SB178 stating the bill would provide a sales tax exemption for nonprofit integrated community care organizations.  In order to receive  the sales tax exemption, the nonprofit integrated community care organization would be required to be exempt from federal income taxes, certified to participate in the Medicare Program as a hospice, and approved by the Kansas Department of Aging and Disability Services.

Proponent:

James Rankin, Midland Care Connections, Inc. testified as a proponent for SB178 noting the bill should not be considered a reduction in revenue to the state but rather an investment in the care for some of our most vulnerable Kansans (Attachment 13).

Opponent:

Natalie Bright testified on behalf of the Kansas Nonprofit Coalition in opposition to SB178 stating the KNC opposes the language requiring that for any new sales tax exemption to be enacted an existing exemption of equal or greater fiscal liability would need to be repealed or suspended  (Attachment 14).
