Minutes for HB2122 - Committee on Appropriations

Appropriations for FY 2020, FY 2021 and FY 2022 for various state agencies.

Chairman Waymaster opened the hearing on the bill.

JG Scott, Legislative Research Department, presented an overview of HB 2122 - Governor's Recommendation for FY 2020 (Attachment 2)  The Governor's recommendation is $18.5 billion for all funding sources and $7.6 billion from SGF.  The increased expenditures includes increased Base Aid for Student Excellence,  from $4,185 per pupil to $4,436, and KPERS payment, which was delayed.  Additional SGF adjustments were related to pay increases for state employees,  increased pay plan for the Judicial Branch, Kansas Department of Health and Environment related to KanCare, Children's Health Insurance and Medicaid expansion; Kansas Department on Aging and Disability Services to address the State hospital revenue shortfall; increased FTE positions and initiatives for the Department for Children and Families; restore Regents allotments and KSU global food systems research; Department of Corrections and correctional facilities medical contract, reduced shrinkage and hiring, and Sentencing Commission increase contained in HB 2458; and increased human services caseloads. A review of items not included in the appropriation bill, but were in the the Governor's recommendation included the following: KPERS school increase; K-12 Supreme Court remedy; school finance caseload (current law); SGF to replace State Highway Fund to school; and KPERS amortization.  The Governor's recommendation results in an ending balance of $686 million for FY 2020.  The Governor's proposed revenue adjustments included but was not limited to the following: SGF tax receipt revenue to repay the Pooled Money Investment Board loan; transfer $238.2 million from the State Highway Fund to SGF; and transfers of $21.4 million from special revenue funds; and reduces the statutory transfer from the SFG in the State Water Plan Fund.

Discussion followed by committee members.  JG Scott stated that updated information regarding reflecting the Governor's Budget, revenue estimates and the action of the Appropriations Committee will be provided when the committee begins working the bill on Tuesday.  The KPERS transfer was $138 million but the expenditures were lower, which reflects the higher increase in FY 2020, it was noted.  Any savings would be reflected in the profile, if the bill passes, and this does not require action by the committee. JG Scott stated.  Profiles will be provided to the committee that reflects the possible impact of SB 22  as related to a tax adjustment, reduced revenue, and reamortization, JG Scott stated.  The $50 million law suit against the state will not be included in the profiles, as it is in the initial phase of the appeal process, it was noted.  The KPERS budget reflects actuarial salaries, which will be lower than the profile, as the profile will reflect designations to schools and other transfers. 

Chairman Waymaster closed the hearing on the bill, and reviewed the agenda for next week's committee meetings.
