Minutes for SB179 - Committee on Assessment and Taxation

Chair Tyson opened the hearing on SB179.

Amelia Kovar-Donohue presented an overview of the bill and stood for questions.  (Attachment 3)

Adam Wilkerson testified as a proponent, on behalf of Senator Bollier, and stood for questions. (Attachment 4)

Written testimony submitted by James F. Duncan in support of the bill. (Attachment 5)

There were no opponents or neutral parties.

When all the questions were answered, Chair Tyson closed the hearing on SB 179.

Possible discussion and action on bills previously heard.

Senator Miller moved, seconded by Senator Lynn, that the Committee recommend SB178 favorably for passage,  Motion passed.

Chair Tyson announced a meeting will be scheduled for this afternoon.  We will continue discussion and possible action on SB 91 and other bills in committee.

Request for Bill introductions:

Senator Holland requested a bill introduction concerning mandatory reporting by clergy on child abuse and neglect (The Sheldon Law).  There being no objection, the request was approved.

Possible discussion and action on bills previously heard.

Senator Longbine moved, seconded by Senator Miller, to amend SB140 to include Privilege Tax.  Motion passed. (Attachment 6)

Senator Holland moved, seconded by Senator Miller, to amend SB140 by establishing a sunset of January 1, 2024 and by reducing the contribution from 70% to 50%.  Motion passed.  (Attachment 7)

Senator Longbine moved, seconded by Senator Petersen, to pass SB140 favorably as amended.  Motion passed.

At the request of the Chair, Eddie Penner distributed handouts and answered questions from the Committee regarding SB125 and SB135(Attachment 8) (Attachment 9) (Attachment 10) (Attachment 11) (Attachment 12)

Senator Longbine moved, seconded by Senator Goddard, to pass SB125 favorably out of Committee. Motion passed.

Senator Tyson moved, seconded by Senator Longbine, to amend SB135 to include Ford county.  Motion passed. (Attachment 13)

Senator Tyson moved, seconded by Senator Holland, to amend SB135 to include Miami county.  Motion passed. (Attachment 14)

Senator Goddard moved, seconded by Senator Longbine, to pass SB135 favorably as amended. Motion passed.

A handout was distributed to Committee members from the Kansas Department of Revenue. (Attachment 15)

Senator Miller moved, seconded by Senator Goddard, to amend SB91 by removing the prohibition of those currently carrying a mortgage or lien.  Motion passed. (Attachment 16)

Senator Lynn moved, seconded by Senator Kerschen, to exclude all renters, with the exception of disabled veterans and give Revisor leeway on fixing the title of the bill.  Motion passed.  (Attachment 17)
